How to Apply for a Driver’s Licence Refund
You may be entitled to a refund of the unused years left in the expiry date on a Newfoundland and Labrador driver’s licence.
A refund will be issued to a person who has paid the fee for a driver's licence if they:
- leave the Province to take up residence in another jurisdiction
- are deceased (refund would be issued to the (“Estate of”)
- voluntarily surrender their driver's licence
- return the driver's licence for medical reasons

Moving out of Newfoundland and Labrador
If you have moved to another jurisdiction, you can request a refund of the unused years left in the expiry date on a Newfoundland and Labrador driver’s licence.
Apply either in writing to Motor Registration Division, P O Box 8710, St John’s, NL, A1B 4J5, send an email request to
mrdrefunds@gov.nl.ca or fax request to 709-729-0102.
Please include:
- your Newfoundland and Labrador driver’s licence number or name and date of birth
- a return address
- a telephone number or e-mail address where you can be contacted if necessary

Still Residing in this Province
Residents of Newfoundland and Labrador who wish to request a refund for the following reasons, are required to:
- Voluntarily Surrendered: The original drivers licence must be returned to the nearest Motor Registration Division office with a signed letter requesting the refund, confirming that you will no longer be driving.
- Medical Reasons: The original drivers licence must be returned to the nearest Motor Registration Division office with a signed letter requesting the refund.
- Driver Deceased: The original drivers licence must be returned to the nearest Motor Registration Division office with a written letter by a representative of the estate requesting a refund. The refund will be issued to “Estate Of”.
Please Note:
- No refund will be issued on Class 05I or Class 06I Learner’s Licence.
- A driver’s licence with less than one year left on the expiry date will not be entitled to a refund.

How to Apply for a Licence Plate and /or Sticker Refund
A refund will be issued to an individual or a company who:
- pays the fee for the licencing of a vehicle
- or to the registered owner who returns the identification plate(s) and validation stickers of that vehicle to Motor Registration Division- an amount equal to:
- 60% of the annual fee paid if the identification plates are returned within 3 months from the month of issue; or
- 40% of the annual fee paid if the identification plates are returned after 3 months but within 6 months of the date of issue.

Moving out of Newfoundland
If you have moved to another jurisdiction, you can request a refund of the unused months left in the expiry date on a licence plate and/or sticker as long as there are at least 6 months remaining.
Apply in writing to Motor Registration Division, P O Box 8710, St John’s, NL, A1B 4J5, send an email request to
mrdrefunds@gov.nl.ca or fax request to 709-729-0102 .
Please include:
- the date the plate was transferred to the new jurisdiction (notice of surrender or copy of the registration from the new jurisdiction)
- a return address
- a telephone number or email address where you can be contacted if necessary

Still Residing in This Province
To apply for a refund the registered owner is required to return:
- the plates and registration of the vehicle
- or the unused sticker and registration
to the nearest Motor Registration Division office or mail to Motor Registration Division, P O Box 8710, St John’s, NL, A1B 4J5
Please Note:
- An administration fee of $20.00 may be applicable if the vehicle renewal was paid online or at a financial institution
- Any plate and/or sticker with less than 6 months remaining on the expiry date will not be entitled to a refund
- Outstanding fines, fee variance or outstanding NSF activity must be paid before a refund is issued
- In the event that an amount owing remains and the refund due is more than this amount, a portion of the refund will be applied to the outstanding amount and the balance will be refunded
